UPDATE ON THE WATER BOARDS DATA MANAGEMENT

STRATEGY AND INNOVATION TEAM


NOTICE IS HEREBY GIVEN that the State Water Resources Control Board (State

Water Board) Staff will hold a public staff workshop on the progress of the Water

Boards Data Management Strategy. A quorum of the State Water Board members

may be present at the public staff workshop; however, no board action will be taken.

BACKGROUND

State Water Board Resolution No. 2018-0032 adopted principles of open data as a core

value and directed programs and activities to implement strategic actions to improve

data accessibility and associated innovation.


The five core principles that the State Water Board adopted include:

1. Make data accessible,

2. Understand data quality and integrity,

3. Improve data literacy,

4. Use data to govern, and

5. Govern our data.


Resolution No. 2018-0032 also empowered the Office of Information Management and

Analysis (OIMA) to implement the strategic actions necessary to follow those core

principles via a Data Management Strategy, otherwise referred to as the Strategic Data

Action Plan (SDAP).


In order to engage and coordinate with the State Water Board divisions’, offices’, and

regions’ data science experts; OIMA established a Data Management Innovation Team

(DMIT) in March 2019. The DMIT consisted of a set of staff-level team members that

were selected based on skillsets and motivation across the Water Boards. Additionally,

a set of upper level staff act as coaches for the team members to help overcome obstacles. Lastly, an advisory panel of internal and external data science experts

provide the team with technical guidance and feedback.

This workshop will serve as an update on the implementation of Resolution No. 2018-

0032 and plan for the future considering several key actions and activities.\
