NOTICE OF PUBLIC WEBINAR SAFER Webinar: Methods for Determining “At-Risk” Public Water Systems, Domestic Wells, and State Small Water Systems
NOTICE IS HEREBY GIVEN that the State Water Resources Control Board (State Water Board) will hold a staff-led public webinar to receive input from interested persons concerning the identification of public water systems and domestic wells “at-risk” of failing to provide safe drinking water.
A quorum of State Water Board members may be present; however, no action will be taken.

The State Water Board is implementing the Safe and Affordable Funding for Equity and
Resilience (SAFER) Drinking Water Program with a set of tools, funding sources, and
regulatory authorities designed to ensure that the approximately one million Californians who currently lack safe drinking water receive safe and affordable drinking water as soon as possible. The current list of public water systems out of compliance with drinking water standards can be located on the Human Right to Water web portal;
however, it does not include state small water systems, which serve between five and
fourteen connections, or domestic wells that serve between one and four connections.
The SAFER Program is responsible for identifying public water systems and domestic wells that are “at-risk” of failing to provide an adequate supply of safe drinking water. Identifying “at-risk” systems and private domestic wells will help the State Water Board proactively target technical and financial assistance to ensure communities have access to safe and affordable drinking water.
Identification of At-Risk Public Water Systems focuses primarily on developing and evaluating risk factors for community water systems that serve up to 3,300 connections and non-transient non-community water systems, which are non-community systems, such as schools or businesses with at least 25 employees with their own wells, due to the large number of historical violations associated with these systems.
Identification of At-Risk Domestic Wells and State Small Water Systems focuses on mapping aquifers that are used as a source of drinking water and at high risk of containing contaminants that exceed safe drinking water standards, and then identifying the domestic wells and state small water systems that are served by those aquifers.
This webinar will provide an opportunity for stakeholders to learn about existing identification techniques and provide recommendations and feedback on State Water Board staff methods for determining “at-risk” public water systems, domestic wells, and state small water systems.

PROCEDURAL MATTERS Due to ongoing circumstances related to the COVID-19 emergency, all public participation will be remote via an online hosted platform. This webinar will feature a combination of invited speakers and facilitated discussions, as well as opportunities for stakeholder feedback. The presentation slides will be sent out ahead of time and shared via webcast. Questions, comments, and discussion items will be collected via the webinar.
